Was professor of the University of the Philippines at Los Baños who has more than 20 years of experience in agricultural and rural development planning, technology and environmental impact assessment & management, and policy research & formulation. His work experiences as consultant (in various capacities as team leader & specialist) in both public and private projects financed locally and internationally (e.g., ADB, FAO-UNDP, USAID, etc.) includes planning, feasibility evaluation and implementation management of carbon sink management programs, upland watershed projects, coastal resources management, fisheries projects, water/irrigation management, infrastructure projects, eco-tourism projects, development planning of state colleges and universities, and many others. He had conducted numerous researches in the areas of agriculture, natural resource, fisheries, biotechnology, environment and technology management and public policy.
RNT, is capable of leading and managing programs and projects, especially those related to environmental and socio-economic studies, ensuring that objectives are met at the most cost-effective manner.
